Low Traffic Neighbourhoods (LTNs): Why the Debate Continues in Enfield

Supporters point to quieter streets and safer neighbourhoods, while critics highlight congestion, accessibility and traffic displacement. The conversation continues.

Originally introduced during the Covid pandemic under Emergency Traffic Orders, LTNs were designed to reduce through-traffic on residential roads, encourage walking and cycling, improve road safety and help improve air quality. Since then, they have remained one of the most talked-about local issues in Enfield, generating strong views from residents, businesses, campaign groups and politicians alike. With the recent change in political leadership at Enfield Council, discussions around the future of the borough's remaining LTNs have once again moved into the spotlight.

Why Were LTNs Introduced?

Supporters of LTNs argue that they have helped create quieter residential streets, safer walking and cycling routes, reduced traffic volumes in some neighbourhoods and improved the environment for those living within the schemes.

Many residents who support LTNs believe they have made local roads safer for families, children and pedestrians, while encouraging more sustainable forms of transport.

Why Do Some Residents Oppose Them?

Others argue that the schemes have simply displaced traffic onto surrounding roads rather than reducing it overall.

Concerns frequently raised by residents include:

• Increased congestion on boundary roads
• Longer journey times for local trips
• Increased vehicle idling and pollution on surrounding routes
• Difficulties for tradespeople, carers and service providers
• Accessibility concerns for some residents
• Impact on local businesses and high streets
• Questions around consultation and public support

One of the most frequently discussed examples remains the Fox Lane LTN, which has become a symbol of the wider debate about how transport policies affect everyday life within local communities.

A Debate That Continues To Divide Opinion

The discussion around LTNs often extends beyond traffic management and into broader questions about community life, accessibility, environmental priorities, public health and how local decisions are made.

For some residents, LTNs represent a positive step towards safer, greener neighbourhoods.

What's Changed Recently?

The future of Enfield's remaining LTNs has returned to public discussion following the recent local elections and the formation of a new council administration.

Current Council Leader Cllr Alessandro Georgiou has previously been a vocal critic of LTNs and has campaigned on transport and traffic-related issues affecting residents across the borough.
